Buying Steam DLC: base-game, edition and platform checks

Does Steam DLC need the base game? For ordinary game add-ons, yes: you need the matching game on Steam. Buying an expansion separately does not include that game unless the offer explicitly says so. Before choosing a key, check three things together: the required game, the activation platform and the content already included in your edition.

Soundtracks and expressly standalone releases need a separate check. Their names can resemble DLC, but their purchase requirements can differ. Use the product description and the publisher’s requirements rather than the size of the download or the word “expansion”.

Start with the exact base-game requirement

On a Steam DLC page, look for the requirement notice naming the base game, then follow that game link. Compare it with the full title in your library. A sequel, remaster or VR release can be a different product even when most of the name is shared.

Steam treats ordinary DLC as content attached to a game. That can mean new missions, characters, maps or other extras, rather than a second game you launch independently. If you do not own the required game, compare a package that explicitly includes it with the cost of buying the game and add-on separately. A low DLC price alone does not represent the cost of starting to play.

Identify what the offer actually supplies

How to read common Steam product types before buying
Offer type What to verify Purchase decision
Base game The exact game, platform and edition. Choose this if you still need the main game; check extras separately.
Expansion or DLC The named base game and any additional requirements. Buy only after confirming the required game and missing content.
Edition or collection The itemised contents of this particular offer. Cross off included expansions before adding individual DLC.
Standalone release An explicit publisher statement that it stands alone. Follow that release’s requirements; do not apply ordinary DLC assumptions.
Soundtrack or radio pack Whether it is a standalone music app, legacy soundtrack DLC or an in-game add-on. Check its own dependency notice; music products do not all work alike.

“Standalone” should come from the publisher, not your interpretation of a title. For example, the official Steam listing describes Dishonored: Death of the Outsider as a standalone adventure. That wording distinguishes it from an ordinary add-on requiring another game.

Match the platform and the account

Check that both your base game and the key you are considering are for Steam. “PC” describes a device category; it does not by itself identify the store or licence. Do not assume that owning a game on a console or another PC storefront meets a Steam DLC page’s requirement for that game on Steam.

Sign in to the Steam account you intend to use and find the exact game there. If you have multiple accounts, check the right library before ordering. Compare any edition-specific requirements too: matching a franchise name is not enough. These checks establish what you need to buy; they do not establish whether your computer meets the game’s system requirements.

XCOM 2: expansion ownership or a collection?

XCOM 2: War of the Chosen DLC is an expansion. Its official Steam listing requires XCOM 2 on Steam. If your account already owns XCOM 2 but lacks War of the Chosen, the separate expansion is the relevant offer to compare.

The XCOM 2 Collection offered here includes XCOM 2, War of the Chosen, Reinforcement Pack and Resistance Warrior Pack. That is a different starting point for someone who needs the base game as well. If you own this package, War of the Chosen is already included. Compare the named contents rather than adding both offers to your basket.

Cities: Skylines: read the Complete Edition contents

Cities: Skylines Snowfall DLC requires the original Cities: Skylines on Steam. It is not an expansion for Cities: Skylines II. Paradox’s Snowfall page identifies the original full game as the prerequisite.

The Cities: Skylines Complete Edition listed here includes the base game, After Dark, Snowfall and an extra-items pack. This exact list defines the offer; the word “Complete” is not a promise of every expansion released for the game. If this is the edition you own or plan to buy, a separate Snowfall purchase would repeat content already included.

Skyrim: check which release owns Dawnguard

The separate Skyrim Dawnguard DLC offer is for the original Skyrim on Steam. Its Steam requirement notice links to that original game. The add-on is not a substitute for a missing base game.

Skyrim Special Edition already includes Dawnguard, Hearthfire and Dragonborn, as Bethesda’s edition description confirms. You do not need to buy the separate Dawnguard DLC to get its content in Special Edition. Read your library entry in full before choosing: “Skyrim” and “Skyrim Special Edition” lead to different buying decisions.

Separate soundtrack albums from in-game radio DLC

Steam’s dedicated soundtrack apps can be bought and downloaded without owning the base game. Some older soundtracks were instead sold as DLC and can still depend on the associated game. Valve’s soundtrack documentation explains the distinction, so do not treat every music listing as either independent or base-game dependent.

An in-game radio pack is another case. Cities: Skylines Deep Focus Radio supplies music for the game, and Paradox specifies that the full game is required. Buying a radio add-on does not supply Cities: Skylines, and it is not the same product type as a standalone soundtrack album.

Prevent duplicate purchases before checkout

Use the game’s Properties > DLC view in your Steam Library to review owned add-ons, as described in Steam’s DLC management guide. Then compare those names with the exact contents of your existing edition and the new offer.

  • Confirm the full base-game title, Steam platform and intended account.
  • List the content you want and remove anything already included.
  • Read the offer’s stated activation restrictions and requirements before paying.
  • If the contents or dependency are unclear, resolve that point before choosing a key.

Once you have selected the right product, use our Steam key activation checklist for redemption. To compare more base games and add-ons, browse the strategy games category and apply the same ownership checks to each offer.
